E-2 visas for investors and employees
We prepare these visas for foreign entrepreneurs starting a U.S. business or acquiring an existing one, and submit these E-2 visa applications to various U.S. consular posts worldwide. An essential part of our representation is to also prepare our clients before consular interviews. This visa can be issued to non investing employees, not just investors.
L-1A/B Intracompany Transfers
This visa is often appropriate for foreign companies expanding operations from Canada or Europe to the U.S. as well as intra-companies’ personnel mobility for existing multinationals. We submit these petitions to the USCIS (unless Blanket L) and assist our clients in obtaining visa stamping interviews at various consular posts worldwide. For our Canadian clients we offer representation with U.S. Customs and Border Protection (CBP) when seeking admission under the US Mexico Canada agreement.
EB-1C Multinational Executives/Managers
When our clients, often times entrepreneurs already in the U.S. with either and E-2 visa or L-1A visa, decide they want to reside permanently in the US, we prepare and file “green cards” applications for them and their families. We also strategize to ensure these persons can continue traveling internationally during the lengthly process. We submit these petitions to the USCIS.
O-1A for individuals/entrepreneurs
For foreign entrepreneurs and individuals with record of original contributions to their field and critical roles with leading organizations, we prepare O-1A petitions. We file them with USCIS, and assit our clients in obtaining visa stamping interviews at various consular posts worldwide.
Waivers of inadmissibility
We prepare and file with CBP ARO petitions to allow foreign individuals to re enter the US if they have a criminal record or are otherwise found inadmissible to the U.S. for health reasons

Adeline is a French native attorney and founder and managing attorney of Boulanger Immigration law PLLC. With her team of paralegals, she has spent the past 15 years representing an international clientele (primarily French, Canadian, British, and Swiss companies) on all matters related to U.S. business immigration law, global mobility and the transfer of executives, managers, and employees to the U.S. She studied law both in France and the U.S. (LLM from USC law school) and holds French, Swiss and American citizenships and permanent residency status in Quebec.

Licensed to practice law in the U.S. by the NY state bar since 2009, Adeline is authorized to practice U.S. immigration law in all U.S. states as it is a federal practice . Her clients have operations in all U.S. states.
In addition to her practice, Adeline is a Foreign Trade Advisor (CCE) to France since 2017 (Boston committee) and Honorary Consul of France to Vermont since 2025.
While living in Los Angeles, she created and taught courses in E.U. law and International Commercial law for the USC Gould school of law .
